شارك معالي الدكتور محمد سعيد الزعوري وزير الشؤون الاجتماعية والعمل، في فعاليات الحدث العربي رفيع المستوى حول الأشخاص ذوي الإعاقة وريادة الأعمال والابتكار، والدورة الثالثة من مبادرة “العيش باستقلالية للأشخاص ذوي الإعاقة”، إلى جانب المعرض العربي للأسر المنتجة، وذلك ضمن أعمال القمة العالمية الثانية للتنمية الاجتماعية المنعقدة في العاصمة القطرية الدوحة خلال الفترة من 6 إلى 8 نوفمبر الجاري.
ويُنظَّم الحدث بالتعاون بين اتحاد الغرف العربية والأمانة العامة لجامعة الدول العربية ممثلةً في قطاع الشؤون الاجتماعية – إدارة التنمية والسياسات الاجتماعية والأمانة الفنية لمجلس وزراء الشؤون الاجتماعية العرب، وبالتنسيق مع منظمة الأمم المتحدة.
وخلال الجلسة الحوارية، أكد معالي الوزير الزعوري أهمية تمكين الأشخاص ذوي الإعاقة وتوفير فرص حقيقية تضمن لهم العيش باستقلالية واندماجا اقتصاديا واجتماعيا في سوق العمل، من خلال تنمية قدراتهم واعتمادهم على أنفسهم. وشدّد على ضرورة تعزيز تكافؤ الفرص في التعليم والتأهيل المهني وضمان العمل اللائق لهم، مشيراً إلى أهمية بناء قدرات الشباب القيادية وابتكار حلول مستدامة لمواجهة تحديات المستقبل، بما يضمن مشاركتهم الفاعلة في تحقيق التنمية الاقتصادية والاجتماعية الشاملة.
وتناولت الجلسة سبل تحقيق الاندماج الاجتماعي الشامل للأشخاص ذوي الإعاقة، وتمكينهم من العيش باستقلالية عبر مكافحة الفقر، ومواجهة العقبات المرتبطة بالتمييز ونقص الفرص والتأهيل، إلى جانب توفير البيئات الداعمة والأدوات المساعدة التي تتيح لهم المشاركة بفعالية في جهود التنمية.
وفي السياق ذاته، شارك الوزير الزعوري في أعمال معرض “العيش باستقلالية” المقام على هامش القمة الدولية الثانية للحماية الاجتماعية، بمشاركة واسعة من وزراء الشؤون الاجتماعية والعمل العرب، والذي يهدف إلى تعزيز دمج الأشخاص ذوي الإعاقة في مجالات ريادة الأعمال والابتكار.
وقد مثّل بلادنا في هذه الفعالية الدولية المهندس عمر فؤاد سعيد باجنيد، أحد شباب ذوي الإعاقة ورواد ريادة الأعمال البيئية، حيث قدّم مشروعه الريادي المتميز بعنوان “مزارع حضرموت السمكية المتكاملة”، الهادف إلى دمج الأشخاص ذوي الإعاقة في الاقتصاد الأزرق وتحسين سبل عيشهم من خلال منظومة إنتاج بيئي متكاملة تسهم في تحقيق الأمن الغذائي والتنمية المستدامة.
ويعتمد المشروع على تربية الأسماك في أحواض أرضية بنظام إعادة تدوير المياه لاستخدامها في الزراعة الرأسية، ما يسهم في رفع الإنتاجية وترشيد استخدام الموارد المائية والسمكية، في إطار نموذج بيئي ذكي ومستدام.
وأشاد معالي الوزير الزعوري بما قدّمه المهندس باجنيد من مبادرة مبتكرة، معبّراً عن فخره بمشاركة الشباب من ذوي الإعاقة في المحافل الدولية وقدرتهم على تقديم حلول ومشاريع ريادية تسهم في التنمية المستدامة، مؤكداً دعم الوزارة المستمر لمثل هذه المبادرات النوعية.
وقد حظي المشروع بإشادة واسعة من وزراء الشؤون الاجتماعية العرب وزوار المعرض، لما يمثله من نموذج يحتذى في تمكين الأشخاص ذوي الإعاقة اقتصادياً وبيئياً.
من جانبه، أوضح المهندس باجنيد أن مشاركته في القمة تهدف إلى تعزيز حضور قضايا ذوي الإعاقة في مجالات المناخ والبيئة والاقتصاد المستدام، مؤكداً أن هذه الفئة تمتلك قدرات ومواهب مؤثرة يمكن أن تسهم بفعالية في تحقيق أهداف التنمية الشاملة متى ما أُتيح لها الدعم والفرص.
ويُذكر أن المهندس عمر فؤاد باجنيد هو مدير ومالك مشروع “مزارع حضرموت السمكية المتكاملة” وباحث في هيئة أبحاث علوم البحار بحضرموت، ويُعد من رواد ريادة الأعمال البيئية من ذوي الإعاقة في الوطن.
ويأتي هذا النشاط ضمن برنامج “العيش باستقلالية” المنبثق عن خطة العمل العربية للشؤون الاجتماعية (2023–2033)، الهادفة إلى دمج الأشخاص ذوي الإعاقة اقتصادياً واجتماعياً، والانتقال من الرؤية الإنسانية التقليدية إلى نهج الدمج المستدام والشامل.
Minister Al-Zuaouri Participates in High-Level Dialogue on Disability and the Arab Exhibition for Productive Families in Doha

His Excellency Dr. Mohammed Saeed Al-Zuaouri, Minister of Social Affairs and Labor, took part in the high-level Arab event on persons with disabilities, entrepreneurship, and innovation, as well as the third edition of the “Independent Living for Persons with Disabilities” initiative. The minister also attended the Arab Exhibition for Productive Families, held as part of the Second Global Summit for Social Development in Doha, Qatar, from November 6 to 8, 2025.
The event was organized in collaboration with the Union of Arab Chambers and the General Secretariat of the League of Arab States, represented by the Social Affairs Sector – Department of Development and Social Policies and the Technical Secretariat of the Council of Arab Ministers of Social Affairs, in coordination with the United Nations.
During the panel discussion, His Excellency Minister Al-Zuaouri emphasized the importance of empowering persons with disabilities and providing genuine opportunities that ensure their independent living and social and economic integration in the labor market. He underscored the need to promote equal opportunities in education and vocational training and to guarantee decent work for all, while also highlighting the importance of building youth leadership capacities and fostering sustainable solutions to future challenges to ensure their active participation in achieving comprehensive economic and social development.
The session discussed mechanisms for achieving full social inclusion of persons with disabilities and empowering them to live independently through poverty reduction, overcoming barriers related to discrimination, lack of opportunities, and inadequate training, as well as by providing supportive environments and assistive tools that enable their effective contribution to development efforts.
In this context, Minister Al-Zuaouri also participated in the “Independent Living” Exhibition, held on the sidelines of the Second International Summit on Social Protection, with broad participation from Arab Ministers of Social Affairs and Labor. The exhibition aims to strengthen the integration of persons with disabilities into fields of entrepreneurship and innovation.
Representing Yemen at this international event was Engineer Omar Fouad Saeed Bajnid, one of the country’s young entrepreneurs with disabilities and a pioneer in environmental entrepreneurship. He presented his distinguished project titled “Hadramout Integrated Fish Farms”, which seeks to integrate persons with disabilities into the blue economy and improve their livelihoods through an environmentally integrated production system that contributes to food security and sustainable development.
The project relies on raising fish in ground ponds using a water recycling system that supports vertical farming — an approach that enhances productivity and optimizes the use of water and marine resources within a smart and sustainable environmental model.
Minister Al-Zuaouri commended Engineer Bajnid’s innovative initiative, expressing his pride in the participation of young people with disabilities in international forums and their ability to offer pioneering solutions and projects that contribute to sustainable development. He affirmed the ministry’s ongoing support for such impactful initiatives.
The project received widespread acclaim from Arab Ministers of Social Affairs and exhibition visitors, who praised it as a model for empowering persons with disabilities both economically and environmentally.
For his part, Engineer Bajnid explained that his participation in the summit aimed to strengthen the visibility of disability issues within the contexts of climate, environment, and sustainable economy, affirming that this group possesses influential abilities and talents that can effectively contribute to achieving comprehensive development goals when provided with the right support and opportunities.
It is worth mentioning that Engineer Omar Fouad Bajnid is the Director and Owner of the Hadramout Integrated Fish Farms project and a researcher at the Marine Science Research Authority in Hadramout. He is considered one of Yemen’s leading environmental entrepreneurs with disabilities.
This activity comes within the framework of the “Independent Living” program, which is part of the Arab Social Affairs Action Plan (2023–2033) aimed at promoting the economic and social inclusion of persons with disabilities and transitioning from a traditional humanitarian perspective to a sustainable and inclusive development approach.
