وجّه معالي وزير الشؤون الاجتماعية والعمل، الدكتور محمد سعيد الزعوري، تهنئةً لكافة العمال في بلادنا بمناسبة عيدهم العالمي، الأول من مايو. وفيما يلي نص الكلمة:
بسم الله الرحمن الرحيم
يحتفل العالم في الأول من مايو من كل عام بعيد العمال، وبهذه المناسبة العظيمة، أتقدم بأسمى آيات التهاني والتبريكات إلى عمال بلادنا الشرفاء في مختلف ميادين العمل والإنتاج.
أيها العمال الأوفياء،
رغم ما تمر به بلادنا من ظروف اقتصادية ومعيشية صعبة، لم تلن عزائمكم، ولم تتراجع هممكم عن أداء أعمالكم في مجالات البناء والصناعة والتنمية والخدمات. لقد كنتم وما زلتم مثالًا للصبر والثبات، نقدم لكم كل التقدير والاحترام، ويبادلكم المجتمع بأسره العرفان والامتنان.
تضع وزارة الشؤون الاجتماعية والعمل في صدارة أولوياتها تحسين أوضاع العمال المعيشية، وتحرص بشكل دائم على حث المانحين والشركاء الدوليين على تقديم الدعم الكامل واللامحدود، وحشد التمويل اللازم لتنفيذ البرامج والمشاريع الحكومية التي تهدف إلى تنمية القوى العاملة وتعزيز قدراتها.
إن التحديات التي تواجهها بلادنا جسيمة، ولا سبيل لمواجهتها إلا بتضافر الجهود، وتهيئة الظروف لمعالجتها بما يضمن حياة كريمة وآمنة لكل عامل. وهنا ندعو أرباب العمل في جميع القطاعات إلى الاهتمام بالعمال، والسعي الجاد لتحسين ظروفهم المعيشية، وتنمية قدراتهم وتأهيلهم، مع الالتزام الصارم بقوانين العمل ولوائحه، واحترام حقوق العمال التي نصت عليها التشريعات الوطنية والاتفاقيات الدولية.
تحرص وزارة الشؤون الاجتماعية والعمل على حماية حقوق العاملين من خلال تفعيل اللجنة العمالية لحل المنازعات، والتنسيق مع قيادات السلطات المحلية، وتوجيه مديري مكاتب الوزارة في المحافظات لمعالجة قضايا العمال مع أرباب العمل، وتنفيذ حملات تفتيش ميدانية لمواقع العمل ومكاتب تشغيل العمالة، لضبط أي مخالفات قانونية تمس حقوق العمال، ومنع تشغيل الأطفال في الأعمال المصنفة ضمن أسوأ أشكال عمالة الأطفال.
وفي سياق آخر، تشرفت بلادنا مؤخرًا برئاسة الدورة (51) لمؤتمر العمل العربي، الذي انعقد بالعاصمة المصرية القاهرة خلال الفترة من 19 حتى 29 أبريل الجاري، بمشاركة 18 وزير عمل عربي، ونحو 440 ممثلًا عن أطراف الإنتاج الثلاثة (الحكومات، أصحاب العمل، العمال)، إلى جانب عدد من المنظمات العربية والدولية وسفراء وشخصيات عامة. وقد تمكنّا خلال هذه الدورة من تسليط الضوء على تحديات سوق العمل، واستشراف مستقبل الاقتصاد العربي في ظل التغيرات التكنولوجية العالمية، والعمل على تعزيز بيئة العمل اللائقة، وحماية حقوق العمال، وخلق قوى عاملة قادرة على المنافسة في السوقين المحلي والعالمي، إضافة إلى تعزيز الشراكة بين الحكومات وأصحاب العمل والعمال، وتحديث التشريعات بما يتواكب مع متطلبات العصر.
كما تسعى وزارة الشؤون الاجتماعية والعمل إلى تمكين المرأة اقتصادياً ومجتمعياً وتعزيز دورها في سوق العمل، فضلاً عن دعم الشباب وتمكينهم من الاندماج الفعّال في سوق العمل وفقًا لاحتياجاته ومتطلباته.
يُدرك العالم أجمع حجم الكارثة الإنسانية والاقتصادية التي تسببت بها الحرب العبثية التي تشنها المليشيات الحوثية الإرهابية، والتي دخلت عامها العاشر، متسببة في انهيار الاقتصاد وتشريد آلاف العمال من وظائفهم وسلب حقوقهم، مما أدى إلى تدهور أوضاعهم المعيشية. لذا فإننا ندعو المجتمع الدولي إلى اتخاذ مواقف حازمة لإلزام الحوثيين بإعادة العمال إلى مواقع عملهم، وضمان حصولهم على كافة حقوقهم.
وفي الختام، لا يسعني إلا أن أحيي بكل فخر واعتزاز تضحيات الطبقة العاملة اليمنية في سبيل الكرامة والحرية، سائلاً الله أن يحفظ بلادنا وشعبنا وعمالنا، وأن يعيد هذه المناسبة علينا جميعاً بالخير واليمن والبركات.

Minister Al-Zawari Congratulates Workers on the Occasion of International Workers’ Day – May 1st

His Excellency the Minister of Social Affairs and Labor, Dr. Mohammed Saeed Al-Zawari, extended his congratulations to all workers in our country on the occasion of their international holiday, May 1st. The following is the full text of his message:
In the name of Allah, the Most Gracious, the Most Merciful
Every year on May 1st, the world celebrates International Workers’ Day. On this great occasion, I extend my highest congratulations and blessings to the honorable workers of our country across all fields of labor and production.
Loyal Workers,
Despite the difficult economic and living conditions our country is going through, your resolve has not weakened, nor has your dedication to your work in the fields of construction, industry, development, and services diminished. You have been and continue to be a symbol of patience and perseverance. We offer you our utmost respect and appreciation, and society as a whole reciprocates with gratitude and recognition.
The Ministry of Social Affairs and Labor places improving workers’ living conditions at the top of its priorities. It constantly urges donors and international partners to provide full and unrestricted support, and to mobilize the necessary funding to implement government programs and projects aimed at developing and strengthening the labor force.
The challenges our country faces are immense, and the only way to overcome them is through unified efforts and by creating the right conditions to address them, ensuring a dignified and secure life for every worker. In this regard, we call on all employers across sectors to care for their workers, earnestly strive to improve their living conditions, build their capacities, and provide training, while strictly adhering to labor laws and regulations and respecting the rights of workers as stipulated in national legislation and international agreements.
The Ministry of Social Affairs and Labor is committed to protecting workers’ rights by activating the labor dispute resolution committee, coordinating with local authorities, and directing the ministry’s office directors in the provinces to address workers’ issues with employers. This also includes launching field inspection campaigns of workplaces and labor recruitment offices to detect any legal violations affecting workers’ rights and to prevent child labor in jobs classified among the worst forms of child labor.
In another context, our country recently had the honor of presiding over the 51st session of the Arab Labor Conference, held in the Egyptian capital, Cairo, from April 19 to 29. The conference was attended by 18 Arab labor ministers and about 440 representatives from the tripartite production parties (governments, employers, and workers), in addition to several Arab and international organizations, ambassadors, and public figures. During this session, we were able to highlight the challenges of the labor market, explore the future of the Arab economy amid global technological changes, work toward enhancing decent work environments, protect workers’ rights, and create a competitive workforce for both local and global markets. It also emphasized the importance of strengthening partnerships between governments, employers, and workers and updating legislation to align with the requirements of the modern era.
The Ministry also seeks to empower women economically and socially and to enhance their role in the labor market, in addition to supporting youth and enabling their effective integration into the labor market based on its needs and demands.
The entire world is aware of the humanitarian and economic catastrophe caused by the senseless war waged by the terrorist Houthi militia, which has entered its tenth year. This war has led to the collapse of the economy, the displacement of thousands of workers from their jobs, and the stripping of their rights, resulting in the deterioration of their living conditions. We therefore call on the international community to take firm action to compel the Houthis to return workers to their jobs and ensure they receive all their rights.
In conclusion, I proudly salute the sacrifices of the Yemeni working class in their pursuit of dignity and freedom, and I pray to Allah to protect our country, our people, and our workers, and to return this occasion to us all with goodness, prosperity, and blessings.
