عُقد يومنا هذا الخميس الموافق 25 سبتمبر 2025 اللقاء التشاوري الثاني بين وزارة الشؤون الاجتماعية والعمل ووزارة التربية والتعليم، بحضور وكيل قطاع الرعاية الاجتماعية الأستاذ صالح محمود حسن، ووكيل قطاع التعليم الأستاذ محمد لملس، والدكتورة سميرة سعيد مدير عام التدريب والتأهيل ومستشارة الوزير لشؤون ذوي الاعاقه اعتدال عبدالمجيد سلام ومدير عام التربية الشاملة الأستاذة فاطمة الظهر، إلى جانب عدد من المختصين.
وفي كلمته الافتتاحية رحّب الأستاذ صالح بالحاضرين، مشيدا بحرصهم وتفاعلهم لما فيه مصلحة العمل المشترك في خدمة ذوي الإعاقة.
وتركّزت مناقشات الاجتماع حول مسودة مذكرة التفاهم بين الوزارتين، حيث تقرر رفعها إلى وزيري الوزارتين للاطلاع عليها واعتمادها في موعد أقصاه يوم الاثنين 28 سبتمبر 2025.
كما اتفق المجتمعون على تشكيل لجنة مشتركة من الوزارتين تضم عشرة أعضاء من ذوي العلاقة، تُسند إليهم المهام الموكلة عقب توقيع الاتفاقية رسميا، بما يسهم في تعزيز التعاون وتنسيق الجهود لخدمة ذوي الإعاقة.
وتهدف مذكرة تفاهم إلى تعزيز التعاون المشترك في مجال التربية الخاصة، من خلال تطوير البرامج التعليمية الموجهة للأطفال من ذوي الاحتياجات الخاصة وتوفير الدعم الشامل لهم ولأسرهم.
كما تتضمن المذكرة تدريب الكوادر التعليمية على أفضل الأساليب للتعامل مع هذه الفئة، إلى جانب توفير الموارد اللازمة لتمكينهم من الحصول على تعليم نوعي يواكب احتياجاتهم. كما تركز على تحسين جودة الحياة للأطفال وأسرهم، وتعزيز اندماجهم في المجتمع بما يتيح لهم تحقيق إمكاناتهم وتنمية وعيهم.
Consultative Meeting Between the
Ministry of Social Affairs and Labor and the Ministry of Education to Discuss Support for Persons with Disabilities

The second consultative meeting between the Ministry of Social Affairs and Labor and the Ministry of Education was held today, Thursday, September 25, 2025, in the capital Aden. The meeting was attended by Deputy Minister for Social Welfare Affairs, Mr. Saleh Mahmoud Hassan; Deputy Minister for Education Affairs, Mr. Mohammed Lamlis; Director General of Training and Rehabilitation, Dr. Samira Saeed; Ministerial Advisor for Disability Affairs, Ms. I’tidal Abdulmajid Salam; and Director General of Inclusive Education, Ms. Fatima Al-Zuhr, along with a number of specialists.
In his opening remarks, Mr. Saleh welcomed the participants and commended their commitment and engagement in advancing joint efforts to serve persons with disabilities.
Discussions centered on the draft Memorandum of Understanding (MoU) between the two ministries. It was agreed that the draft would be submitted to the ministers of both ministries for review and endorsement no later than Monday, September 28, 2025.
The participants also agreed to form a joint committee composed of ten representatives from both ministries. The committee will be tasked with implementing the responsibilities outlined once the agreement is officially signed, thereby strengthening cooperation and coordinating efforts to support persons with disabilities.
The MoU aims to foster collaboration in the field of special education through the development of educational programs tailored for children with special needs, while ensuring comprehensive support for them and their families.
It also includes training programs for educators on best practices in working with this group, as well as the provision of resources to enable children with disabilities to access quality education that meets their needs. Moreover, the MoU emphasizes improving the quality of life for children and their families, promoting their social inclusion, and helping them realize their potential and awareness.
